TrigValidation: update data input files used in ART tests

This MR is updating the RAW data files used in trigger ART tests, data22 files from EnhancedBias and Main streams are replaced with the freshly recorded EB run 473255. Global conditions tag and detector geometry are updated accordingly. L1MuonSim RPC settings were also adjusted for EB data reprocessing. The new inputs are on cvmfs already. I successfully ran locally test_trigP1_v1PhysP1_T0Mon_build.py.

It was also decided to change the Trigger.L1MuonSim flags in test_trigP1_v1Dev_decodeBS_build (test used in the CI), to match the settings used in HLT EB data reprocessing (although the initial motivation was to avoid a flood of "MicroMegas digitization" warnings seen when running over the new data24 input).
