PixelConditionsAlgorithms: Add missing PixelByteStreamErrs dependency

Closes ATR-25346

In brief, running the Muon code was producing an ERROR from Pixels. I will still try to see if I can disentangle the muon standalone not to have this dependency, but the real issue is a missing data dependency on the InDet side, which this should fix.
