TRT high threshold overrides for heavy ion runs - ATR-28372

Pawel Rybczynski requested to merge prybczyn/athena:threshold_overrides into 24.0

The aim of this merge request is to add overrides of TRT high thresholds as part of the TRT digitization tool CA configuration, and a flag to apply the overrides when the reconstruction is being run on heavy ion samples.
