TileMonitoring: Add Tile TB beam chambers calibrations for Run3

Tile TB beam chambers calibrations have been added for Run3. They supposed to be used for the following algorithms: TileTBBeamMonitorAlgorithm and TileTBAANtuple.

Tile TB pulse monitoring configuration has been updated to set up default Tile raw channel container.
