Remove hardcoded l1calo phase1 conditions tags for MC, update R3 MC global tag to OFLCOND-MC23-SDR-RUN3-05 via override

This only affects MC.

For the new global conditions tag of "OFLCOND-MC23-SDR-RUN3-05", the associated folder tags should be the same for everything before mc23c, and then they will change for efex in mc23c IOVs onwards, and change for jfex for mc23e IOVs onwards.

So changes are expected in egamma and tau triggers for mc23c onwards, and in jet triggers from mc23e onwards.

In addition, the global tag is updated to OFLCOND-MC23-SDR-RUN3-05 (from 02) bringing along all associated impacts on offline reconstruction, as seen in the object count change diff.
