Update SC111-CjJ40, HT, and jMJJ thresholds

This MR addresses the change of MinET parameter for the L1_SC111-CjJ40 trigger, and the MinHt parameter for the L1_HT190-jJ40s5pETA21 trigger ( ATR-29090).
