set Acts track finding chi2 cut from Athena defaults

  • set track finding measurement χ2 cut using flags.Tracking.ActiveConfig.Xi2maxNoAdd instead of ActsConfigFlags.py's flags.Acts.trackFindingChi2CutOff. They both are both set to 25 for the ITk, so doesn't change anything.
  • tidy a couple of comments.
