InDetTrackPerfMon: Preparatory work for adding plotting functionality

These changes constitute a preparatory work for the additions of the tools, classes and functionalities which will allow the creation and filling of the monitoring plots/histograms. Given the large amount of changes required for this purpose, the changes have been divided in separate MRs, to facilitate the review.
