LTO in PreConfig, main branch (2024.05.02.)

Made Athena and AthSimulation set ATLAS_GEANT4_USE_LTO for their clients.

This is needed mostly by WorkDir to be able to re-build Geant4 related packages successfully.

This is something that I forgot about both in !70523 (merged) and !71000 (merged). 😦 Pinging @bmorgan and @cvarni.
