MuonR4 - Fix failing unit tests

The association that a RpcStripContainer is also an UncalibratedMeasurementContainer broke with using the DATAVECTOR_BASE_FIN macro. Remove macro useage also for the sTgc technology and added the persistification of the RpcStrip2D.
