Draft: MagicNumbers.h Add maxSecondaryParticleBarcode and maxSimulationVertexBarcode helper functions

The new HepMC::maxSecondaryParticleBarcode and HepMC::maxSimulationVertexBarcode helper functions will be used to replace calls to the BarcodeSvc in the TruthSvc. The new functions will not be as performant however.
