ActsEventCnv: Adding Muon track test

Improve the TrkTrack to ACTS convertor by retrieving ACTS Muon surfaces, and using these in the conversion.

Also, adds a new Muon test. This currently limited to one event (due to missing geometry) and even then, I have commented out the non-zero return as it fails. However these problems are not going to be fixed in this code (i.e. are independent) and I think there is benefit to having this test running, just to try to avoid any new problems breaking it.

Obviously there will be several follow up MRs to get this fully functional
