Specifying global conditions tag

Chris Malena Delitzsch requested to merge cdelitzs/athena:24.0-jetRecoTest into 24.0

This MR addresses the crash reported in ATLASRECTS-7986 which were caused by !70945 (merged). The MR has been reverted for the moment as it also caused other tests to crash but it should be included as soon as all the issues are resolved.

The test here is failing as the UFO reconstruction is trying to access a folder in the global conditions tag (OFLCOND-MC21-SDR-RUN3-04) that was added only in a later one (OFLCOND-MC21-SDR-RUN3-07). We are hard-coding the conditions for the moment while thinking about how to switch to mc23 for this test.
