Adds new photon ID menus (medium/tight), see ATLASG-2708 for more details.

DerivationFrameworkEGamma: Add medium photon ID -> ey group would like to have a feedback on the new working point so it would be good to include it in the new PHYS/PHYSLITE. This will add extra selection flag to PHYS/PHYSLITE.

First need confirmation from ey group @dduda @kliu @ludovica @kristin then I will remove the draft.

Also @gmarchio can you x-check changes to the derivations? Thanks
