SUSYTools - FallBack for trigger SF

In the current Run3 map for electron the trigger SF are only available for ID "Tight"("Loose") and ISO "Tight"("Loose") respectively. In order to test/study "Medium" ID WP and other ISO WPs without this limitation using Run3 data, I introduced a boolean to fall back to the available ID/ISO WP only testing pourpose. This allows also for analysis which doesn't need trigger SF to use "Medium" ID WP.
