TileTBRec: Add Tile raw channel gain filter algorithm

Tile raw channel gain filter algorithm has been added to filter only raw channels with one (low or high) gain when there are both of them in container, because for cell reconstruction raw channels are needed with only one gain. Tile raw channels with high gain are selected if there is no overflow in the corresponding digits from which they are reconstructed otherwise raw channels with low gain are selected.
