TrigP1Test: revert dropping --CA for Trig_reco_tf ART tests

Since we do need to support old releases in Trig_reco_tf, i.e. the use of legacy job options, we cannot drop the --CA from the command line.

Fixes ATR-29423 and reverts part of !71466 (merged).
