Update GroupData for timing simulation 2024

The timing tune for simulation for 2024 is updated.

The last update was 2022. The relative difference between 2022 and 2024 timing data is small. For instance, the probability to fall in the next bunch is typically less than 1% for the small ToT. Thus, relative change fluctuates in between 0.5% - 1%. So, updating this 2024 timing tune does not make a big impact to be compared with 2022-timing-based simulation (e.g. current mc23e).

So, we think either to include it into the mc23e or not is just fine. Thus, it is not so sure this can be done in 24.0...
