MuonR4 - Continue the development of the fast sTgc digitization

  • Implemented the wire digitization (Tagging @pscholer)
  • Started Pad digitization, but the mapping of position on plane -> channel is missing for the pads (Tagging @ivyas)
  • Added new xAODMuonMeasViewAlgs pacakge summarizing the single measurements of sTgcStrips, sTgcWires & sTgcPads into a single container.
