if ptMinMeasurements is specified for the given seed collection, applies ptMin cut in branch stopper once ptMinMinMeasurements have been encountered.
if absEtaMaxMeasurements is specified for the given seed collection, applies absEtaMax cut in branch stopper once absEtaMaxMeasurements have been encountered.
