CPAlgorithm: add IOStatsAlg from TopCPToolkit

Migrate the IOStatsAlg from TopCPToolkit (credit: @ztao), which can be scheduled in YAML as

IOStats:
    printOption: ByEntries

Can be used to print out the collections and elements accessed in the input DAOD file after running CP algorithms.
