Removing PixelMonitoringTool for ID lumi usage

Due to performance issues discussed in https://its.cern.ch/jira/browse/ATLIDTRKCP-587, I'm using the previously flag for ID lumi usage of PIXELVALID to remove the PixelMonitoringTool tool from the config
