Space point reader in det config and PoolReadCfg

The new xAOD SpacePoint container and the xAOD Cluster EDM are not related to ACTS, so I suppose it makes sense to move everything to InDet-related packages. That also include the mechanism for scheduling the appropriate Space Point reader algorithms (they attach a decoration to the space points) being moved to a dedicated InDetPoolReadCfg function and not the ACTS-specific counterpart.
