Update run4 E/p to v2

Maximilian J Swiatlowski requested to merge mswiatlo/athena:mhodgkin_updateRun4EOverP_v2 into main

Following discussion in https://its.cern.ch/jira/browse/AGPF-10 we needed to update the E/p json handling and derivation. New configuration files are being synced via https://its.cern.ch/jira/browse/ATLASG-2722. This MR handles the update to the default configuration for run4, and improves the json loading and information printing. We also now utilize PathResolver to locate the configuration files.
