Draft: new CrestApi version and IOVDbSvc update

  • the CrestApi library was rewritten.
  • the IOVDbSvc was updated to work with new CrestApi.
  • CrestFunctions in IOVDvSvc was cleaned (obsolete and unused methods were removed)
