Solve conflicts between IDTRKVALID and ITk reconstruction

Default ITk reconstruction and IDTRKVALID will eventually both schedule the TrackStateOnSurfaceDecorator and PrepDataToxAOD algorithms with conflicting options. The problems are resolved by ensuring that the algorithms / tools are only scheduled once and with identical configuration.

Also exclude IDTRKVALID extra content from the AOD.
