Draft: Algorithm to compare iPatFitter with other fitters according to ATLASMCP-195

The proposed algorithm (iPatFAlg) allows to fit tracks with different fitters, of reconstructed particles from ESD or xAOD, using a common Athena fitter interface (ITrackFitter) outside the whole reconstruction chain and Component Accumulator configuration. The algorithm is developed to explore the functionality of iPatFitter, its interaction with alignment effects on track objects and validation. iPatFAlg is implemented in the TrkiPatFitter package.
