Lhapdf: cvmfs/sft.cern.ch path is put as a first one on LHAPDF_DATA_PATH

The wrong order of paths in the LHAPDF_DATA_PATH causes jobs crashes in ProdSys and confusion in local tests. We add here a temporary solution until atlasexternals are fixed. For info: @akraszna
