ActsEventCnv: make muon track test report failures, now that it can succeed

By adding fixing the position of surfaces and adding conversion of free PlaneSurfaces, the differences between Trk and ACTS track positions are close enough that the test succeeds.

I have therefore made failures visible, to catch any future problems.

Since the legacy geometry convertor does not yet support TGCs, this test is still limited to a barrel-only event. The plane is to make it general ASAP.
