Introduce stgc hvID

Patrick Scholer requested to merge pscholer/athena:movesTGCHvIdToIdHelper into 24.0

This MR introduces a function in the stgc id helper that maps an identifier to an stgc hv section. The functionality was already present in the corresponding cond alg but is now moved to a central place since new clients will rely on it in the future.
