Draft: L1TopoEvent: Fix cell granularity.

TOB cell granularies were changed some time ago, but not changed everywhere. Update granularies in GenericTOB to match.

This may not be a complete fix, but at least its probably less wrong than what we had before, and it fixes the test failures we have been seeing in TriggerJobOpts on aarch64.
