[ATLASRECTS-8009] Introduce sandbox for Phase 2 muon segment fit development

This MR introduces a sandbox for experimenting with segment fitting for the Phase-2 muon pattern recognition. It supplies a placeholder fit using a minuit2 minimiser and a suite of validation tools. The placeholder is able to produce reasonable results and intended as a development tool to try the strategy and mathematical approaches that will subsequently be implemented in the ACTS-based segment fit intended for production use. At that point, the placeholder is intended to be discontinued, while the validation tools can be retained.
