Draft: [CaloRings] Inclusion of CaloRingerJet Collections/Definitions

This MR is to include the CaloRingsJet definitions and your source files into to CaloRingerTools package. This implementations are related to ALP search analysis (ANA-EXOT-2023-04) towards to build CaloRinger objects fed by JetContainers inside the Athena. Here, we have the first attempt to include builder files dedicated for jet collections.

In the next push we will submit:

--> python definitions to fed all necessary properties in the CaloRingerAlgs package;

--> Tidy-up in the source files to reduce copy-paste private functions;
