Correcting logic in Eta and Phi hit assignment

A bug was identified in MuonSpectrometer/MuonPhaseII/MuonPatternRecognition/MuonSpacePointFormation/src/MuonSpacePointMakerAlg.cxx, where the logic was flipped so that Eta and Phi hits were swapped when being considered.

This lead to a lot fewer RPC space points produced than expected (7 out of 371 events), after this correction that is not the case.
