Update T0 references for Trigger and central systems to runs 476991 and 476428

Klaudia Maj requested to merge kburka/athena:kburka-update-T0-ref into 24.0

As discussed at recent DQ meetings and also in this ticket: ATR-29551, we would like to update Centrally Managed Reference at T0 for

  • Trigger to run 476991
  • All other systems to run 476428
