ATLASEG-329: add info for missing cell fix in PHYSLITE

This MR is for adding the information needed for a proper estimation of electron and photon energies despite the timing cut used for topocluster building

I did not add anything to SiHit electrons.

b) we are adding Eadded_Lr2 Eadded_Lr3 decoration to PHYSLITE needed to mitigate the effect of Rel23 timing cut on electron energy linearity [https://its.cern.ch/jira/browse/ATLASEG-329] addition to PHYSLITE given that PHYS was already fixed by following [ !71826 (merged)]
