L1Calo monitoring updates

Will Buttinger requested to merge will/athena:24.0-monitoringDevJun2024 into 24.0
  • Replaces LBN:First "string" axes with just LBN, so that they are always in ascending order (when they were strings they were in merge order)
  • Adds efex TOB whole-run maps to Expert folder, along with corresponding position-lbn maps
  • efex bytestream decoder error plot as function of lbn now added
  • efex sim-hw mismatches position-lbn map added to detail folder to see if mismatches are localized ... only filled for DataTower events
  • all 'Expert' plots now get a help link in their description automatically

A few other minor cleanups were made as well.
