MuonR4 RDO - Use the xAOD::NRPCRDO as primary RDO format

  • Digitization: Convert all RPC digits into the xAOD::NRPCRDO format if the PhaseII geometry is loaded and skip the legacy format. Integrate the MuonR4::TgcFastDigiTool into the standard digitization & overlay workflow ( ATLASSIM-6657 / ATLASSIM-6656)
  • RpcRdoToDigit: The legacy RpcRdo container is no longer mandatory to be present - @pscholer we need a new toy cabling for R3 & probably also for R4)
  • RdoToPrepData: The dataflow of the legacy Rdo->Prd tool is uber complicated. I gave up and rewrote a new tool from scratch taking the xAOD::NRPCRdo` format from the beginning. The tool also incorporates the logic for 2D strips implemented by @pnswallow
