PerfMonTests: Remove legacy PerfMonSvc tests
This MR removes legacy PerfMonSvc tests under PerfMonTests. The package already contains three tests for the new PerfMonMTSvc, which are untouched. These should be extended in the future. Some of the algorithms will probably be useful for those tests. Therefore, I left them mostly untouched for now. Once included, this MR should allow !72096 to proceed.
