Projects: Update to LCG_106_ATLAS_3, tdaq/tdaq-common 11-03-00 and atlasexternal 2.1.20
The MR updates all Projects to LCG_106_ATLAS_3 and tdaq/tdaq-common 11-03-00.
This comes with several significant updates listed at https://lcginfo.cern.ch/compare_releases/None/106_ATLAS_3/104d_ATLAS_21. Among these are:
- ROOT 6.32/02
- python 3.11
- cuda 12.4.1
- atlasexternals 2.1.19 + 2.1.20 (atlasexternals!1113 (merged) and atlasexternals!1137 (merged)) that updates AnalysisBase with (almost) matching package versions to LCG_106 with a few exceptions.
As a follow-up to this MR, there should be an update to CMake 3.29.5 in the build and CI infrastructure to avoid cmake warnings in the externals build step that are currently suppressed.
This MR also contains 2 additional updates of MC generators: Lhapdf 6.5.4 and geneva 1.0-rc3.atlas2
