Updates xAOD::MuonRoI to support phase-II MuonROI definition

Junpei Maeda requested to merge junpei/athena:24.0_newL0MuonRoI into 24.0

In order to be available of L0Muon trigger objects in xAOD, updated xAOD::MuonRoI has been prepared to support phase-II RoI definition. I expect this MR just updates EDM. It targets to ATDAQPPES-2.
