Setup Ambiguity re-running in Acts collections persistency test

This MR adds ambiguity solving as part of validation of tracking EDM. At the moment this is not very comprehensive yet but once AmbiguityResolutionAlg becomes more sophisticated it will be a better test.

Another MR is planned with extension of monitoring alg. Also tagging @wolter
