Use EvtIdModifierSvc in AthenaMtesEventLoopMgr

AthenaHiveEventLoopMgr uses EvtIdModifierSvc whereas AthenaMtesEventLoopMgr doesn't. AthenaMtesEventLoopMgr now uses EvtIdModifierSvc in the same way that AthenaHiveEventLoopMgr does.

The first two commits are just formatting and restructuring and shouldn't introduce noticeable changes.
