TGC Cabling Service code improvements

  • Cleaning up the TGC Cabling Service not to use TGCCablingServerSvc.
  • Instead of abstract base class of ITGCcablingSvc, MuonTGC_CablingSvc is directly managed by ServiceHandle.
  • Improved class structure in the TGCCabling package
