TRT Calibra - Updating code to run the Calibrator tool

This MR is mean to get the calibrator tool working. In order to make it run we should provide the DoCalibrator as True.

Additionally I have added the python configuration function in the corresponding module InnerDetector/InDetCalibTools/TRT_CalibTools/python/TRTCalibratorConfig.py

Some properties have been moved from the .cxx file to the corresponding header as clean up as well as Tool and Service Handles

We are considering if we should use TRTCalib_tf.py in order to run also the Calibrator tool (old: TRTCalib_calib_tf.py), that's why I left the TODO comment.

Appreciated if this MR can go in asap.. not urgent though, but essential for further dev.
