This MR includes a centrality tool for heavy ions data and it is used in the derivation of the heavy ions open data for research.

HICentralityDecorationTool.h, HICentralityDecorationTool.cxx: The centrality decoration tool. It adds a decoration to each event with a min and max value for the percentile of the centrality, given by: https://twiki.cern.ch/twiki/pub/AtlasProtected/HeavyIonAnalysis2015/centrality_cuts_Gv32_proposed.txt
