Adding an explicit doMuon flag to include Muon objects in L1TopoSimulation to prevent crash when L1MuCTPItoL1TopoLocation is no available. Currently, test_trig_data_v1Dev_noL1Sim_build.py is failing due to this: JIRA ATR-29595 (https://its.cern.ch/jira/browse/ATR-29595)

This MR solves the failing test.
