MuonConfig - Overwrite Mdt cabling tag for Run 4

Moin moin everybody,

the global conditions tag for Run 4 contains the wrong tag for the MDT cabling. I don't know about the particular differences but that's what fixed the problem. Unit test has been reenabled.

May be we should consider translating this tag also into the new JSON format @pscholer
