TrfTestsARTPlots: Overwrite broken q449 conditions tag and use uproot from LCG_106

This MR updates the TrfTestsARTPlots package ART tests:

  • Overwrite the default conditionsTag that was broken recently in the q449 AMI tag
  • Use uproot from the base LCG_106 release instead of lsetup "root recommended" to avoid ROOT and python version mismatches.
