MuonConfiguration - Prepare cabling configuration infrastructure for the JSON format

Rpc cabling:

  • Updated R3 & new R4 toy cablings tags to be used in simulation

Mdt cabling:

  • Prpare configuration to switch to the JSON format
  • Put in the R4 toy cabling tag to be used with the new R4 geometry

Yeah, I know that it clashes with !72813 (merged). But so be it
